Pick and Roll

Some very experienced basketball coaches pretend that "the roll" in a pick and roll play is an offensive foul and that it is punished for this reason in some American (College?)
competitions and also in one of the European cup competitions.

If this is true how can you play pick and roll (pivoting with your back to your
teammate?) Or how can you avoid the foul?

In the same way of thinking: how can you box out an offensive player coming from the weakside without fouling?
