It depends on the team/league policies

Basketball coaches will usually pull players up prior to the season so the teams can develop continuity and consistency.

However, there are times when a higher level basketball coach needs to pull younger players up...for any number of reasons.

Without knowing why the coach pulled these girls up, I'd have to say that it's something that does happen. It's not always the best move...but it does happen.
